The most up-to-date is probably the "status:" draft document:

Although the document has not been (and will not be) moved to "real"
RIPE document, the following currently applies:
"inetnum objects with a “status:” value of “EARLY-REGISTRATION” may
only be created by RIPE Database administrators. More-specific inetnum
objects added may only have a “status:” value of “ASSIGNED”."
As to what it means... these are objects that are imported during the
ERX. They do not count against the 80% utilisation requirements for
LIRs, and the RIPE NCC may not have ever had a relationship with the
holders of the addresses. As such, in many ways they fall outside the
ALLOCATED/ASSIGNED scheme that the rest of networks are in.
