It seems that for reasonable discussion of mentioned below topics we need
first of all to determine goals which we wish to achieve from certification
implementation, both as short-term goals as well as long-term goals.
Setting of different goals (and even different order of their achievement)
can change drastically meaning of statements below and definitely will
change the contents of these statements.
So, I propose to start from setting goals, I hope one 2-week "timeslot" will
be enough for that, but it is necessary to determine it, agree upon it and
_write_it_down_ for having possibility to reread it during discussion
process.
Otherwise we can fall in the bottomless pit of endless discussing of
practical steps having in mind different pictures of the world. ;)
