[ca-tf] Draft pre-read document for the CA-TF workshop of 13 February

Dear all,

attached you will find a draft document intended as an initial summary 
of the processes that will be affected or created by the introduction of 
certification.
It is not exhaustive, however, it gives an indication of the changes and 
issues that will need to be considered in implementing a certification 
service.

By the end of this week an additional document will be provided, 
containing open generic and very specific questions and discussion items.
