Until there are policies defining these terms and the mechanisms you  
want for revoking allocations there is no basis for action. If you  
want IANA to be able to revoke allocations made to RIRs then you will  
need to develop a global policy that has the support of the  
communities in all five RIR regions.
To start you just need to complete the policy proposal template. The  
RIPE template can be found here:
