It would appear to me from reading this thread that 

1.  the abuses are providing inaccurate contact information for an address 
allocation from an RIR.

2.  dealing with it can include contacting the LIR and asking them to 
correct it, threatening to recind the allocation, publishing a warning on 
their WHOIS that the contact information is inaccurate or even recinding 
the address allocation.

3.  the legal basis is the contract between the RIR and the LIR.
