Better only for the complaint recipient - the putative abuse emitter.
Are you sure that's the party whose "better" you want to let dictate
the convention?

And indeed, if faced with such a case, I would resolve it myself.
Probably not in a manner the sender would like, though - usually just
by blocking the offending netblock entirely.  Life's too short to waste
it on trying to help people who go out of their way to be hard to
contact with their abuse issues.
