Sounds like a  bad idea.  We don't need authorities telling us 
"what to do and how to" The likley result is that big (national)
teleproviders will strangle everything outside their own interests.
Other possible side-effects could be focusing on obsolete propetarian
software as "the certified tools".

Let law enforcement hunt those breaking laws, make shure spam will 
be protected at least as much as fax receivers. And make (force)
ISP's to block smtp to cable/home ranges unless the subscriber 
actually demands smtp-access ( then a suitable AUP should be signed)

Spam is not really different from other criminal activities like
breaking into computers stealing creditcard numbers etc. It's stealing
either way and should (imho) be treated and punished the same.
