Who will investigate and admonish? What legal authority will they have?
Who will give them this authority? In which jurisdictions will the
authority be valid?
Which jurisdictions are involved? If this is global, then we have,
what, the United Nations and Interpol? If neither of these agencies
is appropriate, then it is time to create an appropriate agency.
Actually, it is way overdue.
