This is a pretty good example of where "worse is better" (qv
http://naggum.no/worse-is-better.html for how it applies to programming
languages, but the principle is the same).

Mandating your suggestion would surely create a 100% correct database. 
But it would piss off all RIPE members to the extent that the
co-operative nature upon which RIPE is based would be irrevocably
destroyed.  And like it or lump it, RIPE depends completely on
co-operation.

Worse is better.
