Yes, quite quickly.  Of course we do not generally block mail
servers of ISPs, unless in extreme and well documented cases.

We check/recheck/possibly unblock an ip as soon as any user - ours, 
or of the blocked network - asks us what is going on.  Any 
ordinary user can do so.  Users of blocked networks contact us via 
a form at a URL given in the error message from our mail servers.
Other than for this reason, blocked ips are not rechecked.

The number of such contacts is of the order of 2-3 per week,
while the number of insertions is much higher.

Our paradigma is that every piece if incoming spam is considered
an incident, and some action has to be taken to prevent further
occurrences.  The implementation of this paradigma is made
possible by heavy filtering.
