Proposed RIPE document

We agreed in Amsterdam last week to make the LINX BCP on UBE a RIPE
document.

I made the few changes we agreed so that the document is not so
specific to the UK; you can see the result at
http://www.ja.net/mail/junk/save/ripe-ube.html
(but this is only a temporary location).

I shall ask for this to be put in the document store and given a
RIPE number on Monday 6 March unless anyone complains to me.
Most people at the Amsterdam meeting had seen the original document,
so I am not expecting any difficulty!
