My only comment is that parts of it need to be re-worded to stop it
being so UK-specific.  It refers in particular to the (UK) Data
Protection Act -- this needs to be more general and mention
legislation in different European countries.  Are there any legal (or
similar) problems for ISPs working in more than one country?
