that's paragraph 101 of the austrian "telekommunikationsgesetz" 
(telecommunications act). up to now this act dealt only with
UC<messages> by fax and telephone, but recently[0] has been amended
to include email, too. unfortunately this change is not legal
yet, but the "psycological" value of this law is quite nice when dealing
with the (quite rare) austrian spammer :-)
