In this case the ISP can not say that the user has 'full Internet access'.
And most ISPs advertise themselves as companies who give 'full Internet
access' to their users.

Don't misinterpret me. I am against spamming (the main server of the
institute is a secondary NS for dul.maps.vix.com zone :-)), but ISPs
should take into account other aspects as well and sometimes the law does
not help them at all (like in Hungary :-|).
