It is a step towards a very closed and restricted internet. A few weeks
ago I heard Paul Vixie talk at the Swedish USENIX meeting. He said that
few Internet users of today knows of the days when there was no spamming
in spite of open mail servers. Today we have to close the mail servers.  
Paul Vixie seems to take the step even further in
http://maps.vix.com/dul/. We will soon get closed in. :-(
