1) Educate system admins to have always good logging, do not use
   software without or with bad logging capabilities.
2) Make laws so that abuse-people are allowed to exchange information
   about misbehaving users( Is this what is meant by Settlement of disputes
   and out-of-court actions ?).
3) Make laws to forbid 'anonymous' services which can be used for illegal
   activities (IRC, free web mail services like hotmail, ...)
   (I am not against these services, but they should have identification
   of the users; every day I get complaints about misuses of the Internet,
   and mostly IRC/hotmail is involved to hide identity).
