I entered this thread hoping to get some legal advice, maybe even
that RIPE anti-spam team had by now formed some policy that could
be applied or referenced. Not so.

Let me summarize what I think I heard, it's somewhat interesting...

    It does not scale to have everyone of us go talk to /colleauges/
    /customers/neighbor/friends/ and ask them to get their act to-
    gether, e.g. close Mail Relays (my experience is different, to
    date I've had 3 positive responses on my 10-15 Postmaster mail).

    Instead we should all go implement ORBS and attach to them.

    How, I keep asking myself, will this happen automagically?
    How come it scales that we all go talk to /colleauges/.../
    this time, to make the ORBS thing happen?

    And, who will clean up the mess when ORBS screws up, adding
    hosts to the refuse list just for the asking, never removing?
