It does not.  They don't answer.  Maybe you've sent that complaint to
some other human too (friend of your maybe...).  I bet that those
addresses are automatically redirected to /dev/null, because I don't see
any e-mail server able to handle (keep) such amount of complains. 
Someday I'll be glad to see UUNET (US at least) black-holed by all the
decent peoples, because I think that is a matter of decency at least to
do something and to respond to all this complains.  Otherwise, I don't
see the reason to have that "fraud@..." and "spam-complaint@..."
addresses.
