This is not the only sloppiness in RIPE recently. The process 
for applying for an AS number was recently changed to require
every applicant to submit corporate registration papers, even
if they are a long-time RIPE LIR. But the current ASN assignment
policy here <http://www.ripe.net/ripe/docs/asn-assignment.html>
doesn't mention this. Nor does RIPE-406
