Sander and all,
Agreed this should be the goal, but the question and disagreement
really is how best to "maximally get ipv4 space into play" and
how to best recapture and than reallocate unused ipv4 space.
Opening up a "IP Address Casino" doesn't strike me as a good,
fair, or ballanced method to do so...
