They lose the PI. RIPE deletes it from the DB. If they want
to use it on the Internet, it becomes very difficult because
many ISPs will not accept the route announcements. If they
want to use it on a VPN extranet, they lose the global 
uniqueness property and if this PI is allocated to one
of their trading partners, that trading partner will win
the argument. This type of collision can cause a multi-million
euro contract to be lost.
