14/8 was defined by the IETF to be used to interconnect X.25 networks to the
Internet. As you might imagine, the addresses in that /8 weren't in
particularly active use. I'll let Leo provide more details if he likes.
There may one or two other /8s that IANA or the RIRs might be able to
reclaim, but I wouldn't hold my breath...
