That doesn't sound like vision. That sounds like apathy.

This proposal enables the market. In the absence of this proposal, you
might find the courts are perfectly willing to support RIPE NCC's
position as the arbiter of due process, as has already happened in the
US for ARIN.

Not well-defined for very good reason, I'd suggest.
