The RIPE NCC has no authority over routing decisions taken by network operators.

Though hopefully it will have public records for ISPs to see who has been assigned the IP block through the established process, right?

If a network is announcing address space that has been returned to us there will not be a registration for the specific prefix being announced, just a registration for the allocation from which it is 'taken'.
