Not really.

Quite a while ago the NCC stopped accepting PI requests from "walk-in"
applicants (as we told them to do).

Since then an application for PI (and ASNs) can only be submitted by way
of an LIR. And those assignments do count against their "size" calculation:

The table with the scoring units and the formula for category determination
can be found close to the end of that page.
