I also did 0.966, the value proposed in the RIPE48 meeting (may 2004). 

With an HD ratio of 0.966 the projected increase for the historic
RIPE NCC allocations is 22% on 1/1/2006.

Ooops, wrong number slipped in. It's not 5,121 but 2,939 allocations
done by the NCC between 1/1/2003 and 1/1/2006.
