Geoff Houston mentioned that APNIC is researching this topic.
As for implementing it, the NRO/RIR structure sounds like a logical
candidate for me. They just need to make sure that it's adequately
lightweight so people won't need to pay thousands of Euro/Dollars to
get a ULA prefix.
