Help me with this: how many customers (each getting a /48) does a
typical exchange point have, and how do you reach a /20 from there?
If you're going to split it into separate /32s or so, per connected
ISP - where's the benefit for the ISP in getting address space from
an IXP? (It might be cost effective, but that's not very much related
to the IXP being an exchange point, more to being a "mega-LIR" with some
cost benefits to its members).
