That sounds good, if the fee is reasonable (means: covers the cost of
this only, and not subsidizing LIR operations of others).

Those kind of ideas can only come from folks who are already in the
business and have their own allocation already. *shaking head*
"Sorry, you're to late in the game - the market already has 5000 players,
but we have this nice transit offering with PA space here...". Brilliant.
