[address-policy-wg] RIPE-288, Publishing date correction

The correct publishing date for the new "IPv4 Address Allocation and
Assignment Policies for the RIPE NCC Service Region" (ripe-288) is 28
October 2003, not 14 June 2002 as previously stated.
