What's special about ccTLD name servers?  

"Special" in the sense of "needs an IP address that cannot ever change 
because it cannot be looked up by DNS"?

There's nothing more special about ns.nic.de than about www.google.com - 
if the service moves, the address in the DNS changes, and people won't 
even notice.
