} 3.	Proposal

} It is proposed that:

} * The IANA allocate IPv6 space to RIRs (including new RIRs) in prefix 
}   units no less than /8.
} * The RIRs may practice 'sparse allocations' within the allocated blocks 
}   and that the practice of reserving a /29 is discontinued.

This is not spot on on the topic, but it's not far off ...

Supposing one was requesting IPv6 address space for a LIR,
and the LIR knows in advance that it will never exhaust the
initial allocation. Is there currently any way to give the
RIR a signal that would indicate that the LIR would wish to
receive its /32 from a block where the neighbouring /32s are
already allocated or will be allocated in short order to
other organizations with similar needs?
