[atlas] Credits transfer no longer working?

Without knowing the actual email address in question it's tough to know for sure, but I'm going to guess that while the user exists as part of LIR Portal, that user has yet to login and visit RIPE Atlas. For reasons I can't go into for reasons of it's long and boring, users are only considered RIPE Atlas users if they've visited the site while logged in. If you think that this is not the case, go ahead and drop me a line off-list and I'll take a look.
