si.k2 request for reduced signup fee

Request: Reduce the signup fee from ECU2000 to ECU500.
Background information: The registry existed in 1994 under another name
(si.eiger) and has not paid any NCC contribution to date. So far we have
consistently regarded registries that have not contributed in 1994 as
new registries, and thus charged the signup fee.
Procedure: Given that we are in the holiday period I propose to allow 10
working days for comments. If no comments are received by August 7th,
the request will be granted. Please send comments either to me or to
the whole list if uou think they should be discussed.

Local Internet Registry "si.k2" wishes to change the level of service
offered to it by RIPE NCC from "time permitting" to "normal", due to the
fact that "time permitting" requests are not processed at all.
As we understand, there are certain fees connected with newcomers, or
"signup fee".
We believe that this fee itself is introduced primarily because newcomers
usually generate greater workload on RIPE NCC staff.
We believe, as IR who transfers only from "time permitting" to "normal",
would not generate higher workload then any other IR in the same cate-
gory and therefore would like not to pay full ECU 2000 "signup fee" but
reduced "signup fee" of ECU 500 (that might be needed for billing pur-
poses, and administrative jobs connected with opening new billing account).
Together with fees for Q3 & Q4 for 1995 (ECU 1000), that would make total
of ECU 1500 for "si.k2" in the year 1995.
"si.k2" would commit ourselves to contribute fully for year 1996.
