[ncc-announce] Enhancements on LIR Portal Today (16:00-19:00 UTC)

Dear colleagues,

As earlier announced on 24 August 2011, two enhancements will be deployed on the LIR Portal between 16:00 and 19:00 (UTC):

1. A more robust X.509 login system, known as Identity Certificate Login
2. A revised user management interface for LIR Portal Administrators
