yes, it was surprising both that the RIPE NCC decided to act unilaterally
and without notifying the legacy holders.

Nevertheless, here we are.  I look forward to seeing Bernard's policy
proposal and presentations at the ncc-services wg and at the gm, because
this is a problem which needs a proper fix, because it has important
operational consequences.
