If all your custommers have their own IPv6 address allocation, all are ISP.

You provide only transit for ISP (no hosting, no lease lines for big
custommers, no global services for vISP)

I don't think there is many such organizations.
But I think a RIR will give a /32 to such an organization : it needs a /32 and
there is no other solution.
