Revised LIR WG Agenda (now using the surplus IPv6 WG slots)

To give more time and to move the IPv6 policy section so it doesn't clash with
the joint IPv6/Routing session, I've revised the LIR WG agenda.  As David
Kessens estimates that the IPv6 WG will only take about 30 minutes, we'll now
start the IPv6 policy stuff immediatly after the IPv6 WG is over and use the
rest of the time originally allocated for IPv6.

The morning sessions are in the Grand Ballroom, the afternoon sessions are
in St John's Room II.
