hi,

so if we keep the ration on this logic this cost also should be proportional to the IP adresses assigned ? seems hard to justify what complies with the policy and what doesn't .

There is an argument to be made that assigning static IPs places a monetizable cost on the ISP, in terms of extra systems, configuration, support etc. Wouldn't these be legitimate reasons for charging?
