We are preparing Specifications for IPMT and will send them to lir-wg
next week. We would like input on them from the potential users of
such I tool, and I think lir-wg is largely composed of such users, so
I think the discussion of the Specifications belongs on lir-wg.

I think the potential implementors of IPMT can then go somewhere else
to discuss choice of programming language, database, UI, etc.
