FWIW Perl with the TK toolkit/widget set runs under both *nix and
Windows.
I still would prefer a web based solution.
WRT people's comments about php vs. perl - php is very easy to learn, and
it's very easy with perl to write code in such a way as to render it
incomprehensible to anyone else (or to anyone who dosn't understand you
particular dialect of perl).
also doing compilcated datastructures in perl is a pain.
you can't (afaik) do non web based gui's in php tho.
