I'm afraid I vote against PHP. Reasons:
- most of current UNIX OSes have Perl5 built-in in default
installation; PHP, on the other hand, is additional package
- PHP under Win32 as far as I know is significally less stable than Perl
- there is no need to install mod_perl to get IMPT workable -- you need
mod_perl only for performance improvement under really huge load
