Hi,

  I'm not to sure about that. IIRC the LIR may charge a nominal
fee for administrivia. This fee can be recurring.

  Getting an assignment from a LIR is usually coupled to the
routability of that assignment. I'd be mildly surprised to find
assigned PA address space for which no intention of routing
existed.
