Well... I have one tool like this...
This is in PostgreSQL, and RoxenWebservers pike and XML extensions. It
is let's say half way to go. We have been using it since november 2000.
It do handle transactions, and many database definition is written in
PL/PgSQL and stored in the database.
If anyone is interested, I create a new empty database and put it on my
webserver for tests, and maybe further developement...
