Reaseon for AS&PI

Hello,

  Before writing request to RIPE for new AS and PI i would like to ask
  Your advice. The main reason for new AS(and PI) - security. We provide some
  services for local (national, like *.lv) users only (like irc).
  Firewall dosnt helps, when attacker send a ton of flood our
  international channel going down. With a AS ill anounce this AS only
  for national providers. So, is it reason for gettin A&PI? If someone
  have expirience with such problem, i`ll be very grateful for advice.
