allocation policy change

Dear Local Internet Registries,

As discussed at the last LIR-WG in Stockholm, the RIPE NCC is
considering to change the policy for allocation requests as currently
described in ripe-159:


    4.3.  Further Allocations

                A Local IR can obtain additional allocations as
                required. A request should be submitted to the RIPE
                NCC when the currently allocated address space is
                nearly used up (about 90 percent), or if a single
                assignment will require a larger set of addresses
                than can be satisfied with the allocated address
                space. 


A usage of 90% was felt very high by the LIR-WG.

This has been discussed with the other regional registries (ARIN &
APNIC).  ARIN requires currently that 80% of previously allocated
address space has been used, APNIC requires 75% (for historical
reasons). We all agreed that this should be align throughout the
regional registries.

Therefor the RIPE NCC suggests to lower the usage to 80%.

In order to make this change effective, the policy document (ripe-159)
has to be changed. We are planning to do this as soon as possible,
but certainly before the next RIPE Meeting in September.

Until then the old policy will be in place. Please watch the mailing
list for the announcement.
