This is in fact >not< correct. You can do that. You have to apply for
approval of such a register, but it is legal and present in many other
areas of business. The general requirement is that "doing business with
the person or company can negatively impact the prosperity of the
subscribers of the register."
(A number of people in Denmark has started discussing such a register,
if danish people on this list are interested, please contact me).
