    Why not have these procedures and national policies hyperlinked
    into this document, or have RIPE act as a repository for such
    docs such that countries exploring this area can compare "notes"
    with what other countries do?
    
Hyperlinking documents in a national language into some
international document is pretty useless. The same goes
for putting the stuff in a central repository. The best
compromise would be a short description in English of
the procedures and policies, provided that is made very
clear that said description does *not* formally take the
role of the original documents.
