They have a global requirement for address space and already have some 5
class B's plus a number of class C addresses.  The problem is that we are
not happy to allocate additional address space until documentation has been
supplied on how the existing address space has been used. We are having
some problems communicating to them that this is *the* procedure.  

We have suggested to them that they might consider becoming an Enterprise
Registry, so at least the management of address space can be centralised
and documented -  but they have not reacted to this.  

I guess Blasco's mail will give you feedback about what happened in Italy.
AP-NIC informed us that they had been approached for addresses in India.
