We have had problems with ICL Italy. We spent a lot of time trying to
explain them what is suggested to large multinational companies when
they need address space in different countries. We referred them to
RIPE but we got again the request bounced back via ICL UK which
described us (the Italian last resort IR) as "refusing to help"!!!
I also talked on the phone with Daniel and finally we gave them one
class C 193.43.135.0 because they said ICL Italy has yet no plan to
connect to the Internet. So we treated them as any company needing
official address space but without a provider.

Buongiorno, come daccordo vi invio copia della corrispondenza interncorsa tra i
nostri headquartes inglesi ed il RIPE NCC Hostmaster Team.
Ho escluso gli header dei mail per evitare di aumentare inutilmente le
dimensioni dei mail e per descrivere esattamente la funzione dei soggetti.

We have contacted the registry of last Resort in Italy and the refuse to help,
saying Italy should be allocated address space from ICL's B-Class in the U.K.
This is not acceptable as GARR replied to myself to say they would contact YOU
and you would make a decision as to whether ICL should/should not use up U.K.
address space (We have NO address space left).
I would therefore appreciate your attention to this as I am going rounf in
circles and can not move forward. (THIS IS HAVING A SERIOUS IMPACT ON ICL'S
ITALY BUSINESS !!!!!).
At present Italy have NO requirement to connect to the internet therefor

contacted GARR who have been very obstructive and completely unwilling to help.
Could you please adjudicate on this matter and provide ME with a definit
ive
answer !

the text of the letter sent to you describes how we changed our model of service
according to those who actually pay for it. You should, if you require the
services of the RIPE NCC, direct your request via a contributing local registry
that receives "normal" service level.
If you plan to connect to the Internet in Italy, ICL should select a provider.
If the do not, the they can either get their addresses from the "last resort"
registry in their country, as happened in Spain, or from the parent
organisation, from where there is a connection to the Internet.

Unfortunately the work load in the "normal" queue is such that we will not be
